mash: Make ash service support restarting

Tracking bug for this effort.

Ash should be able to crash and restart. It needs to run in its own process. It needs to rebuild any cached data from the window service and the browser service.

Status: WontFix (was: Assigned)
We decided not to do this. Based on crash server data for stable channel, we don't crash very often in ash code (< 5% of all crashes). We'll continue to restart the world if ash goes down.
