Certificate viewer dialog color doesn't match WebContents color

Issue description

The certificate viewer's WebContents has a background color of #fbfbfb which doesn't match the dialog's background color. There's a clear difference where the WebContents begins and the heading ends.

The certificate viewer's background and WebContents should probably be made transparent so that this doesn't happen again in the future when dialog colors change.

The problem here is beyond the colors not matching. The tabs are from the old Settings UI , the fonts are incorrect, the scrolling dialogs are wrong, and so is the export button.

This entire dialog needs to be updated to match other MD based UI.

IIUC, this is not a regression or a bug, but a feature request to update the Certificate viewer UI to MD.
Given the very obvious dissonance in color here, it might be worth changing the value in tabs.css anyway, as a stopgap before materializing the cert viewer.

Tabs are mostly used for internals WebUI which nobody will mind changing a tiny bit, and the certificate viewer has a couple of hundred thousand usages per day.
