Enable non-network requests to load from the "filesystem" scheme.

The filesystem scheme (i.e. "filesystem://") is not supported by the non-network resource loading path. This causes the following test to fail:

   ProcessManagerBrowserTest.NestedURLNavigationsToExtensionAllowed

and possibly others.
