[Findit] Flake Analyzer - Temporary entry point to test new commit based pipelines

Issue description

Need a way to call into the new commit based pipelines without disturbing the existing one in case it doesn't work out of the box.

[Findit] Flake Analyzer - Temporary entry point for commit-based analysis

Introduces a temporary entry point to test flake analyzer:
1. Set 'use_new_pipeline_for_rerun' in config to True
2. Force a rerun
3. Rerun should be triggered using new pipeline instead of old.
