select with multiple option translate values differently

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Steps to reproduce the problem:
select with multiple option does not supported well in desktop browsers, but on iphone and android works perfectly

angular is listening for change event to set the ngModel, but unfortunately with "multiple" attribute is not happening.

The workaround is to look at click event, and parse the options manually, which is a problem, but at least works.

What is the expected behavior?
multiple="true" and multiple should work in the same way

What went wrong?
My issue is related to the multiple attribute:
multiple="true" sends back the value of "0: 'something'"
multiple without any value sends back the value "something" without 0 on the "click" event. It's very confusing, and makes me sick.

Reporter, would you provide a workable and complete example to reproduce this issue please? It's hard to re-create a workable page from the code fragments.
