What steps will reproduce the problem?
(1) Open DevTools on https://www.theverge.com (any URL should do)
(2) Enable device emulation 
(3) Select a different device than what is currently selected

What is the expected result? Device is emulated at proper size

What happens instead? Only upper left corner is displayed

You are probably looking for a change made after 538041 (known good), but no later than 538042 (first known bad).
