Bugs page: Not initially clear what the view is showing me

Issue description

I clicked into the Bugs page, and saw that there were no release blockers or merges listed. "Weird!", I though -- I guess that data isn't hooked up yet. It was only when I went back to read the announcement email that I realized that this page is showing me data about *my* bugs, unlike every other page on the site, which shows me data about the Chromium project overall!

There are two things that could help with this:
(1) On the bugs page, it would be nice to have a header along the lines of "isherman@chromium.org's open bugs".
(2) The bugs page is currently not described on the Chromium Dash landing page, and probably should be, assuming that landing page remains a guide to the rest of the dashboard.

This is good feedback, thanks - we probably should have cleaned this up a bit prior to launch.
