The search bubbles used to highlight select controls in Print Preview's advanced settings dialog in the new componentized print preview UI will render without arrows if Blink's slimming paint v1.75 is not enabled. See  https://crbug.com/771643  for tracking Blink slimming paint launch. The issue appears to be the overflow: hidden that is used to prevent text overflow is also hiding the ::after element.
