All hosts redirect to HTTPS version on domain name

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Example URL:
http://uscnorris.sc-ctsi.org

Steps to reproduce the problem:
1. Visit http://uscnorris.sc-ctsi.org
2. View the URL
3. It redirects to https://uscnorris.sc-ctsi.org

What is the expected behavior?
http://uscnorris.sc-ctsi.org should not redirect to https://uscnorris.sc-ctsi.org

What went wrong?
A URL without http redirects to https for all hosts on a domain name

Did this work before? Yes 

Chrome version: 64.0.3282.186  Channel: stable
OS Version: 10.0

When I click on the link you provided, it goes to https://custom.rebrandly.com/?domain=uscnorris.sc-ctsi.org. Is this what you are seeing as well?
Please disregard this issue. This seems to be a network policy implemented by my organization that seems to affect only Chrome.
Could be something like HTTPS Everywhere then?

Anyways, I don't have the issue editing powers to close this issue as WontFix. I guess it'll just be closed when a project member sees it.
