Resizing a Chrome app window sometimes shows parts of another app running behind the foreground app

Issue description

Chrome Version       : 66.0.3350.3
OS Version: 10425.0.0


What steps will reproduce the problem?
1.  Run one of the apps like chat/hangouts/calendar in a separate window as PWA
2. Try resizing these apps
3. Notice that some of the contents of the bg layers show through during resizing.

What is the expected result?

Resizing a window shouldn't show artifacts from another window.

What happens instead of that
I see artifacts. See attached video:

Looks like we're compositing incomplete frames during resize.

Does this still repro on newer builds?
I'm going to try building 66.0.3350.3 to test and see if it repros on that build v.s. tip of tree.
Status: WontFix (was: Assigned)
I've never been able to repro this so I'm marking as WontFix unless someone else still sees this problem.
