Issue description

"DevToolsExtensionTest.TestContentScriptIsPresent" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. When done, please remove the issue from Sheriff Bug Queue by removing the Sheriff-Chromium label.

From looking at a recent run (https://ci.chromium.org/buildbot/tryserver.chromium.mac/mac_chromium_rel_ng/661617), it looks like the test server is failing to start, which is then causing multiple tests to fail. I don't think that the issue is with this test itself. If this flake reappears then investigation should be done into what's going on with the test server failing to start.
