Host chromeos4-row3-rack8-host4 seems to have issues updating

Looks like it's tried to update a few times and failed, and had to be rolled back. It's currently on platform version 10323.39.0. Other DUTs are installing the current canary just fine.

This seems to have killed the following canary: https://luci-milo.appspot.com/buildbot/chromeos/guado-release/1986

the verify and repair job kept failing with not ssh connection errors.
