External applications open a blank page when Chrome is "Restart to update Chrome"

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36 Example URL: any url clicked from an external application. Steps to reproduce the problem: 0. Set Chrome as default browser 1. Chrome checks for update and finds update 2. Chrome gets into "Restart to update Chrome" mode 3. Click any "open in browser" button in any other app What is the expected behavior? Chrome opens a new page or tab with the URL from the browser What went wrong? Chrome opens a blank window or tab. NOTE: Restarting chrome (allowing the update to proceed) brings back expected behavior. Does it occur on multiple sites: N/A Is it a problem with a plugin? N/A Did this work before? No Does this work in other browsers? N/A Chrome version: 64.0.3282.186 Channel: stable OS Version: OS X 10.13.3 Flash Version: This has been the case for several versions of Chrome.
