Fix SetLockedFullscreenState once ChromeScreenshotGrabber becomes available in Mash |

Issue descriptionCurrently calling ChromeScreenshotGrabber::Get() in mash_browser_tests causes a crash since ChromeScreenshotGrabber isn't implemented in Mash yet, therefore it's used with a conditional check on GetAshConfig() != ash::Config::MASH. Fix this once ChromeScreenshotGrabber becomes available in Mash.
