What steps will reproduce the problem?
(1) Launch chrome, press ctrl+shift+N to open incognito window.
(2) Now type chrome://kill and observe background of the page.

Actual: Weird background is for chrome://kill page in incognito window.

Expected: Background should be proper for chrome://kill page in incognito window.

This is a regression issue, broken in 'M66', below is bisect info:
Good Build:66.0.3344.0
Bad Build: 66.0.3345.0

You are probably looking for a change made after 535731 (known good), but no later than 535737 (first known bad).

Note: 1.Issue is not seen on Mac(10.12.6,10.13.1,10.13.4) and Linux(14.04 LTS) OS. 
      2.Unable to provide bisect using bisect per-revision hence providing bisect using narrow bisect script.
