WebRTC output audio is silent

Issue description

Chrome Version: 66.0.3356.0
OS: Linux, Win, Mac

What steps will reproduce the problem?
(1) Enter a Google Meet meeting.

What is the expected result?
Hear audio from other participants.

What happens instead?
No audio heard. Audio meters are moving for the others, though.

The fix is not yet imported into Chrome because of a tooling problem.

aleloi@, please, monitor and mark fixed when the revert/fix is in Chrome ToT.

This is now confirmed to be fixed in Chrome ToT. There is no Canary build with the fix yet. Versions 66.0.3356.x and 66.0.3357.x are affected by this bug.
