OS: Windows(7,8,8.1,10), Linux(14.04 LTS) 

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://credits page.
(2) Reload page and observe.

Actual: Unwanted blink is observed while loading chrome://credits page.

Expected: No such a blink should seen.

This is a non-regression issue, seen from M-60 build
  
NOTE: 
1. This issue is not seen on Mac(10.12.6,10.13.1,10.13.4)
2. Issue is also seen on Stable(build #64.0.3282.186), Beta(build #65.0.3325.88), Dev(build #66.0.3350.0)
