Regression: Emulation Mode window contents overlap with devtools window.

Issue description

Chrome Version: 66.0.3356.0 (Official Build) Revision43318c02bb32c8eb07e9739904d15778d64d3094-refs/heads/master@{#539380} (64 Bit)
 	
OS: Win(7,8,8.1,10), Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, navigate to www.youtube.com, open Devtools and switch to Emulation Mode.
2. Go to Audit Section, Start Audit and Cancel instantly.
3. Dock Devtool window to bottom and drag devtool window up/down. Observe.

Actual: Emulation Mode window contents overlap with devtools window.

Expected:  Window contents should not overlap with devtools window.

This is a regression issue, broken in M-66 series, and will soon update other info.

Unable to provide bisect through per-revision, as chrome builds are getting crashed on Win(7,8,8.1,10) and Linux(14.04 LTS) OS.

Hence, providing through old bisect script(chromium builds).

Note:
1. Bisected on different machines using chromium builds, but was Unable to find correct suspect. Requesting Dev team to look into this issue and kindly help me to assign it to appropriate owner.
2. Issue is not reproducible on Mac(10.12.6, 10.13.1, 10.13.4)OS

Patrick, mind taking a look? I suspect the quic change from the bisect, but we have ot confirm.
I'm not able to reproduce on ToT Linux 14.04 LTS. 3 days ago was during the time when remote modules were broken. Paul and I found the same seemingly unrelated block of commits being targeted by bisects because of the remote module failures rather than those code changes.

Perhaps this has sorted itself out since then?
