[DevTools] Unable to open color index on color picker window using tap/touch.

Chrome Version: 66.0.3356.0 (Official Build) Revision 43318c02bb32c8eb07e9739904d15778d64d3094-refs/heads/master@{#539380} 32/64-bit.
OS: Windows-10 Touch device.

What steps will reproduce the problem?
1. Launch Chrome, open DevTools and click to open color picker window under 'Styles' section.
2. Click on second bidirectional arrow to open color Pallets and select 'Material' option.
3. Now tap/touch any color index and observe.

Actual: Color index doesn't open.
Expected: Color index should get opened.

This is a non-regression, seen from M-60 series.
