Non-Regression:Change in Background color is seen while rotating the display in 'You're Signed in' screen

Chrome Version:66.0.3355.0/10442.0.0 dev channel Daisy,Kip,Reks
OS:chrome OS

What steps will reproduce the problem?
(1)Recover build >>Sign into user >> go to 'You're Signed in' screen
(2)Now rotate the display and observe the background (Please refer video)

Actual:Change in Background color is seen while rotating the display
Expected: No such change in background color should be seen

Raising as a Non-Regression issue since the screen is seen from 66.0.3336.3 dev

Note:Issue is not seen in Linux,Windows OS

Able to reproduce the issue:
1.Rotating the display immediately when the'You're Signed in' screen appears
2.Issue seems to reproduce only for first time rotation of display at any angle..(mostly at 270 degree angle)
