Regression: Notitfication pop-up is not seen while rotating the screen

Chrome Version: 66.0.3355.0/10442.0.0 dev-channel Daisy,Reks and Kip
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover build>> After signing in, In sync settings overlay try rotating the screen with Ctrl+Shift+Rotate and observe

Expected: Notification pop-up should be seen
Actual: Notification pop-up is not seen, only notification icon is seen

This is a Regression issue as same is working fine in 66.0.3344.0/10417.0.0 dev

NOTE: Issue is not seen on  Windows and Linux
      Issue is seen in OOBE screen and for powerwash overlay also
