Regression:Localization is not applied for all content except 'quit' button in 'download in progress' dialog box.

Chrome Version: 66.0.3356.0 (Official Build)Revision 43318c02bb32c8eb07e9739904d15778d64d3094-refs/heads/master@{#539380} (32/64-bit)
OS:Win(7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome login with valid credentials, navigate to chrome://settings/ > Languages  and select 'French' language from 'Add languages' list.
(2)Click on iron icon of french language and click on 'display google chrome...' > relaunch 
(3)Navigate to http://azurespeed.com/Azure/Download , Download 2-3 files and click on exit via wrench menu such that dialog box appear.
(4)Observe the content of dialog box

Actual: Localization is not applied for all content except 'quit' button in 'download in progress' dialog box.

Expected: Localization should be applied for all contents in 'download in progress' dialog box.

This is a regression issue broken in 'M66' and below is the manual regression range
Good Build: 66.0.3346.0 (Revision:536239)
Bad Build:  66.0.3347.0 (Revision:536620)

Note: Issue not seen on Mac(10.12.6, 10.13.1, 10.13.4) & Linux(14.04 LTS)

You are probably looking for a change made after 536519 (known good), but no later than 536533 (first known bad).

Hi,

Thank you for reporting.
I am unable to reproduce the issue. I will be looping in the Engineering Team to test if it has been fixed in latest build.

Note to Engineering Team: The unlocalized strings mentioned has been completely localized in French as checked through TC's related to Chrome product.

Rechecked again and above issue is still reproducible on latest canary version i.e 67.0.3362.0 (Official Build)

Sorry, comment was on the wrong bug. The button and title localization is in, but the body text is still in english. I'll follow up.
