Issue descriptionChrome Version: 66.0.3355.0 (Official Build) 31d0bb0369f909177f2ce90b439f296bcf9c90cb-refs/heads/master@{#539001} (32/64 Bit) OS: Windows(7,8,8.1,10) and Mac(10.12.6 , 10.13.1 , 10.13.4) precondition: Sign in to Gmail account with valid credentials. Steps to reproduce: 1)Launch chrome and go to 'https://mail.google.com/mail/u/0/#inbox'. 2)Click on password key on omnibox and press tab key until focus reaches to ‘show password’ icon. 3)Now click on save button on save password bubble and observe . Actual Result: Default focus is not seen on sign in button on password save bubble. Expected Result: Default focus is not seen on sign in button on password save bubble. This is Non-regression issue seen from ‘M-66’ build as it is new UI change introduced from #66.0.3330.0 NOTE: Issue is not seen on Linux(14.04 LTS)

I think the same problem exists with DICE. When PasswordPendingView::ReplaceWithPromo is called we should manually focus what we need. For the case here GetInitiallyFocusedView() would return the button. For DICE the view should somehow expose the manually created button.
