Regression:Close'X' button doesn't appear for download in progress dialog box.

Chrome Version: 66.0.3355.4 (Official Build)Revision 9671b1978bfe38dcc6df80922f54d16fa6eb3462-refs/branch-heads/3355@{#4} 32/64-bit.
OS: Win(7,8,8.1,10) and Linux(14.04 LTS).

What steps will reproduce the problem?
(1)Launch chrome and navigate to http://azurespeed.com/Azure/Download
(2)Download 2-3 files and click on exit via wrench menu such that dialog box appear.
(3)Observe the dialog box.

Actual: Close'X' button doesn't appear for download in progress dialog box.

Expected: Close'X' button should appear for download in progress dialog box.

This is a regression issue broken in 'M66' and below is the manual regression range
Good Build: 66.0.3346.0 (Revision:536239)
Bad Build:  66.0.3347.0 (Revision:536620)

Note: Issue not seen on Mac(10.12.6, 10.13.1, 10.13.4)

Narrow bisect info:

You are probably looking for a change made after 536519 (known good), but no later than 536533 (first known bad).
