Regression:'Use hardware acceleration when available 'does not Enable/Disable upon Relaunch.

Issue description

Chrome Version: 66.0.3355.0 (Official Build)   Revision	31d0bb0369f909177f2ce90b439f296bcf9c90cb-refs/heads/master@{#539001} (64-bit) 

OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.4) and Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/system, toggle button for 'Use hardware acceleration when available' and Relaunch.
2. Observe

Actual: 'Use hardware acceleration when available 'does not Enable/Disable upon Relaunch.

Expected: 'Use hardware acceleration when available' should Enable/Disable upon Relaunch.

This is a regression issue, broken in M-66 series, and and providing the bisect using ‘per-revision’ script:
Good Build:66.0.3350.0(Revision:537343)
Bad Build:66.0.3352.0(Revision:538313)

You are probably looking for a change made after 537519 (known good), but no later than 537521 (first known bad).

This was fixed and verified at  issue 815173 . Can you check if that is not the case, and re-open if so?
