Bottom toolbar (Bijou) blocks a banner ad at the bottom

In Chrome Canary, navigated to a site with a bottom ad banner. 

The bottom toolbar (from Bijou) blocked the ad (see screenshot with the small 'x' popping up from above the toolbar which makes it look like it closes the toolbar). 

What's the intended behavior for this? Would be bad for developers if all bottom ads were blocked.

In Safari, these ads appear just above their bottom toolbar.

This also happens when selecting dates on Google Flights. The "Done" button is hidden.

I believe this is duplicate of  issue 812232 .
