Steps to reproduce the problem:
Chrome OS: google Chrome 65.0.3287.0 (Platform 10203.0.0-17.12.10)
EC: Samus_v1.7.703-f30d79f
CB: Google_Samus.6300.174.0
1. Boot the chrome book and enter credentials to login into chrome OS.
2. Select press ESC+Refresh+Power button.press.

What is the expected behavior?
DUT should not shut down while press ESC+Refresh+Power button.
Should display recovery screen show.

What went wrong?
DUT shut down while press ESC+Refresh+Power button.
