Text drag-and-drop inside <textarea> doesn't behave properly

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36

Steps to reproduce the problem:
1. Write some text (containing 2 or more forward or back slashes) inside an HTML textarea.
2. Highlight the text so that the start of the selection is at the start of the slashes.
3. Drag the selection to another part of the same textarea (do not copy-paste or cut-paste).

What is the expected behavior?
The selected text should move to the new part of the textarea without any changes to itself.

What went wrong?
The text gets changed while appearing in the new area. I have attached a video with some of the cases. The most weird case is of the string "//" (or "\\") changing to the string "download".

neeraj.399@ Thanks for the issue.

Tested this issue on Windows 10 on the latest Canary 66.0.3356.0 and Stable 64.0.3282.186 and able to reproduce the issue by following the steps given above.
Unable to reproduce this issue on Ubuntu 14.04 and Mac OS 10.12.6.

Can observe that text is getting changed on dragging a dropping text '// abcd' in a text area.
Attached is the screen cast for reference.

This is a Non-Regression issue as this behavior is observed from M60 Chrome builds. 
Hence marking this as Untriaged for further updates from Dev.
