Bookmarks syncing incorrectly

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Steps to reproduce the problem:
1. delete a bookmark
2. bookmark returns or duplicates
3. 

What is the expected behavior?
once you delete it, it stays deleted

What went wrong?
bookmarks are either duplicating, or not syncing. If you re-set sync, duped bookmarks return. Not all devices on acct sync.  

Did this work before? Yes same as current

Chrome version: 64.0.3282.186  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
