Allow setting max y-axis on UMA timeline

Issue description

Allow setting a maximum value to show on the Y axis in a UMA timeline, with values above that clipped.

We sometimes get UMA timelines with huge spikes in some metric. After they go back down, the spike makes it hard to see what's happening more recently.
 
There actually is a bit of a workaround for this using formulas (go/formulas). You can do an IF such that if the value is above a threshold you clip to that amount, and under it you draw the correct amount. We actually use this in the stability default dashboards. 

By the way we suggest filing bugs on internal dashboards in our internal component
