"ComponentCloudPolicyTest.InstallNewExtension" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. Flaky test on mac_chromium_rel_ng. I'm disabling the test in https://chromium-review.googlesource.com/c/chromium/src/+/938368. Will reduce the priority to P2 when this is landed.

Seems like this has been flaky for a while,  but the test hasn't change since well before the flake started. Not sure if there are any more specific owners who should take a look.
