Drag and Drop don't work if you run Chrome as administrator

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Steps to reproduce the problem:
1. Run Chrome as administrator
2.

What is the expected behavior?

What went wrong?
You can't use drag&drop feature if you run Chrome as administrator.

Chrome version: 64.0.3282.186  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Able to reproduce this issue on reported version 64.0.3282.186 and on latest canary 66.3355.0 using Windows 7 with steps mentioned in comment#0.i.e; Unable to drag and drop images in Gmail compose mail when opened as Administrator. Issue is not applicable to Linux and Mac

This issue is seen from M-60. Hence considering this issue as Non-Regression, removing Needs-Bisect label and marking as Untriaged.
