Regression: Scrollbars don't shrink anymore during the Rubberband effect

Issue description

Chrome Version: Canary 66.0.3355.0
OS: macOS 10.12.6

What steps will reproduce the problem?
(1) Visit a page
(2) Scroll so that the Rubberband effect appears
(3) Take a look at the scrollbars

What is the expected result?
Scrollbars should shrink during the Rubberband effect

What happens instead?
Scrollbars don't shrink anymore during the Rubberband effect

This is a regression in Canary 66. Works fine in Chrome Stable 64.

mehmet@ Thanks for the issue.

Tested this issue on Mac OS 10.12.6 on the latest Canary 66.0.3356.0 and able to reproduce the issue by following the steps mentioned above.
Issue is not applicable to Windows 10 and Ubuntu 14.04.
