WebRTC send stream stops and never recovers

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.88 Safari/537.36 Steps to reproduce the problem: 1. Use a WebRTC app that allows to share camera 2. Camera stream works fine for about 30 seconds 3. Using chrome://webrtc-internals, you can see that after half a minute, packets sent becomes 0 What is the expected behavior? Camera sharing should continue to work What went wrong? Stream stopped being sent: - packets sent fall to 0 - googAdaptationChanges go to 1 - googEncodeUsagePercent climbs to 200 Did this work before? Yes 64 Chrome version: 65.0.3325.88 Channel: beta OS Version: OS X 10.13.3 Flash Version: I can reproduce this 100%. When I share the same camera gain, it works for about half a minute and fails the same way again.

Unable to reproduce the issue on mac 10.13.3 using chrome reported version #65.0.3325.88 and latest canary #66.0.3355.0. Attached a screen cast for reference. Following are the steps followed to reproduce the issue. ------------ 1. Used https://appr.tc/ that allows to share camera 2. Opened chrome://webrtc-internals, for about 2 minutes and found that packets sent did not become zero and camera sharing continued to work without any issues. cwehrung@ - Could you please check the attached screen cast and please let us know if anything missed from our end. Also please provide a sample webrtc app in which the issue was observed. Any further inputs from your end will help us in triaging the issue further. Thanks...!!
