Regression: Clipped favicon and titles in tabstrip

Steps to reproduce the problem:
Open the browser.

What is the expected behavior?
Tabstrip should correctly render tab favicon and title.

What went wrong?
The beginning of the tabs are cut off diagonally.

Did this work before? Yes 66.0.3346.8

Chrome version: 66.0.3350.0  Channel: dev
OS Version: Fedora 27
Flash Version: 

This can be reproduced on Fedora 27 and Ubuntu 16.04.
