multiple complaints about youtube not autoplaying, and no way to re-enable it anymore?

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36

Steps to reproduce the problem:
So in  bug 728108  there's about 90 comments from people asking to have a way to re-enable the autoplayu behavior. you used to be able to open youtube videos on new "background" tabs and the video would play by itself without making me click on the tab first.

some time ago, this behavior was changed, but people found an autoplay flag that let people tweak this into working again without having to click the tab

looks like that flag was broken. looks pretty ugly that all these users are asking for a way to get this behavior back, but so far none of the chromium developers have helped anyone find a way, and it looks like bugs keep getting closed when people open them to ask for it back

i think its acceptable to justify not fixing an experimental flag, but the matter of fact appears to be that you never provided an alternative when this was put into a flag and later the flag was made inapplicable

What is the expected behavior?
it seems the acceptable solution is to add a setting to let users change this (based on the demand/comments in the bugs opened for this issue, search the bugs and see how many were opened and closed without helping the users)

hard to fathom the behavior of some of these devs who aren't listening, come on help us out :(

What went wrong?
well it looks like there are a ton of requests to fix this and devs keep closing the issue as wont fix, we really should just fix it

There has been many bug raised by reporters and made wont-fix by dev. 

As CL and observations are already given in https://bugs.chromium.org/p/chromium/issues/detail?id=793607#c7 . Hence removing Needs-Bisect label and marking as Untriaged.

Could someone from Internals>Media team take a look at this issue. cc'ing:	mlamouri@chromium.org from all bugs related to background tabs autoplay.

As for a user cases, this is not just about the Youtube. We're launching very long tasks in separate tabs and using background media with <audio> tag to notify the user.

Do we need Mark Lamourine (mlamouri) to solve this issue? What about to bypass him by someone who cares? Is it possible to track down the original author or piece of code, make a patch or push a PR?
Oh man can I get behind this! 

#4 Mark Lamourine will do absolutely nothing to fix this or help users. Go ahead and search how many bugs I've opened that he has closed as wontfix. 

Prove me wrong Mark, otherwise continue your streak of stellar disappointment

#5 yes, I'm aware of it and due to this I'm suggesting to find someone who can reassign and solve this issue. I think this Mark is major obstacle in this issue.

I wish it worked like that. I've directly called him out in some of the bugs I opened and it usually still made it to him to get closed wontfix

It would greatly improve my workflow if I could get this feature back; it was very useful to be able to open media in other tabs without manually opening each tab every time. As far as I know this is something every browser on the market with the exception of Chrome are able to do.
