PageInfo on Windows 10 expands until message is on single line

Issue description

Chrome Version: 64.0.3282.167
OS: Windows 10

What steps will reproduce the problem?
  (1) Go to non-https site with cookies (http://bbc.com for example)
  (2) Click page info icon in omnibox
  (3) Page info box inexplicably starts expanding horizontally.

What is the expected result?

  UI doesn't expand.

What happens instead?

  UI expands until message is on a single line.

I *suspect* this is duplicate of  Issue 795272 , but the video here is even more jarring than the GIF in that issue. PTAL and dupe if so?

Thanks mdjones@, elawrence@ - yes, this is a duplicate :( The change that caused this was reverted, so this should be fixed in Canary. The revert landed in 66.0.3337.0, so there will be two milestones to wait before it rolls out to stable unfortunately.
