Gaia sign-in dialog doesn't get focus after opened |

Issue descriptionChrome Version: M66+ OS: OSX What steps will reproduce the problem? (1) Enable ForceBrowserSignin policy (2) Open Chrome (3) Open UserManager (4) Create a new profile. What is the expected result? Gaia sign-in dialog is displayed, type the email address. What happens instead? Gaia sign-in dialog is displayed.
