Toolbar overlaps with status bar on disabling clean toolbar |

Issue descriptionApp Version: 65.0.3325.101 Beta iOS Version: 11.2.6 Device: iPhoneX only Steps to reproduce: 1. Launch chrome 2. Go to chrome://flags 3. Set Clean toolbar to disabled state 4. Force quit the app either by loading any web page in new tab or keep the existing flags tab open 5. I am not so sure about not marking it as RBS. If I understand correctly, you only needs to kill/restart the app to have the bug. It probably means that if the app is killed by the OS in background, the bug might happen. Does it reproduce if the fullscreen flag is also disabled?

yes it is reproducible on disabling all 4 flags (Fullscreen, Tab switcher BVC, Clean toolbar, Clipping textfield).

+ Lindsay: On dynamite, it seems like we've made the decision to mark bugs for disabled flags as WontFix. Is that what we should do here?
