Disable system level screenshots in locked fullscreen mode

So far most shortcuts inside Chrome have been disabled, but OS level shortcuts have been overlooked (such as taking a full or partial screenshot).

Fix this by disabling the taking of screenshots in locked fullscreen mode (accelerator controller).

Disable screenshots in locked fullscreen mode

Locked fullscreen mode will be used for low stakes assessments (student quizzes),
hence screenshots are a problem since the students can take screenshots of the
questions and share it with their friends later.

Verified fixed and working in M66.0.3359.158 10452.85.0 stable paine. During locked fullscreen mode, attempts to take screenshot has no effect. When exiting full screen mode, an alert was shown that screenshot was disabled previously and is able to take screenshot again now.
