On interstitial page DevTools block an attempt to refresh the page

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 YaBrowser/18.1.1.839 Yowser/2.5 Safari/537.36

Example URL:
Any URL

Steps to reproduce the problem:
1. Make interstitial page (for example: ERR_CERT_DATE_INVALID)
2. Open DevTools
3. Try to refresh page (use hotkey or icon in omnibox)

What is the expected behavior?
The page is reloaded with an attempt to reopen the resource

What went wrong?
Page does not reload

Did this work before? N/A 

Chrome version: 64.0.3282.186  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 28.0 r0

When DevTools is closed, page refresh correctly

Unable to reproduce the issue on Win-10 using chrome reported version #64.0.3282.186.
Note: On latest canary #66.0.3355.0 on navigating to chrome://network-error/-201 did not get refresh even when dev tools was not open. 

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to chrome://network-error/-201
2. Opened DevTools
3. Refreshed page (use hotkey or icon in omnibox)

reporter@ - Could you please provide any sample url where issue was reproduced for further triaging from TE-end.

I think this was fixed with a browser-side reload. Does not reproduce for me on 71.
