Steps to reproduce the problem:
1. Press Ctrl + Alt + ' whilst having the Swedish keyboard enabled to open up ChromeOS keyboard shortcuts.

2. Firstly many of the shortcuts existing for US keyboards are missing for the Nordic keyboard layout. An example is the shortcut Ctrl + Alt + ? to show shortcuts in the first place. This leads the user to guesswork in order to find shortcuts. In my case I found that Ctrl + Alt + ' worked instead.

3. Back to the problem at hand. Using a Nordic keyboard layout, no shortcuts are available for docking windows.

4. Closing the shortcut view, docking still seems to be available. Pressing Alt + å docks a window to the right. There is however no option to dock a window to the left.

What is the expected behavior?
In the best of world, all shortcuts for ChromeOS would show up in the shortcuts layout with the Swedish keyboard enabled. Furthermore if Alt + å docks a window to the right, then Alt + p should dock a window to the left. 

What went wrong?
An overview of the keyboard shortcuts for non-US keyboards would be much appreciated. I specifically miss the ability to dock windows to the left for a smooth OS-experience.
