What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings page -> At 'Network' section click on Wi-Fi
(2)Now list of available Wi-Fi networks page is seen -> Observe Loading Icon near 'Wi-Fi' text -> hover mouse pointer on it and observe for tool tip such as 'Searching for Wi-Fi networks' 
(Please refer Video and Screenshot)

Expected: Tool tip such as 'Searching for Wi-Fi networks' should be seen on hovering mouse pointer on Loading Icon in list of available Wi-Fi networks page
Actual: Instead no tool tip is seen 

This is Non-Regression Issue seen from M-62

@stevenjb : Please confirm the issue

Note: Issue is seen on M-65 and on latest M-66 also
