Regression: Grey focus highlight seems to be chopped from right side on Settings page.

Issue descriptionChrome Version: 66.0.3355.0 (Official Build) (64-bit) Revision 31d0bb0369f909177f2ce90b439f296bcf9c90cb-refs/heads/master@{#539001} 32/64-bit. OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1,10.13.4). What steps will reproduce the problem? 1. Launch Chrome and navigate to chrome://settings page. 2. Press tab key from keyboard such that focus reaches to arrow icon and observe. Actual: Grey focus highlight seems to be chopped from right side. Expected: Grey focus highlight should seen properly. This is a regression issue, broken in M-66 series, below is manual regression range. Good build: 66.0.3350.0 (Revision: 537343) Bad build: 66.0.3352.0 (Revision: 538313) Using the per-revision bisect providing the bisect results: You are probably looking for a change made after 537453 (known good), but no later than 537454 (first known bad).
