2.6% improvement in webrtc_perf_tests at 22171:22171

This cl caused improvement in ramp_up_down_up_3streams_rtx_nored :

Sebastian, please check that it was expected.

It happens on android nexus9 bot. All other bots data is somehow not awailable, so it may affect other platforms too.

Status: WontFix (was: Assigned)
Seems reasonable, the threshold for when the target is reached was relaxed to it might be hit slightly sooner.
