Lock Screen on ChromeOS does not allow for a message to be added.

Lock screen on ChromeOS should be conigurable with an ownerrs information message, similar to that on Android phone. As it stands, if a Chromebook is lost there is no way for the finder to see who the Chromebook belongs to.
