Update ADM/ADMX templates to say Windows 7 or later.

Today our GPO adm/admx templates say 'supported on: Microsoft Windows XP SP2 or later'.  We should update them to say Windows 7 or later.

Verified it now says supported on "Micosoft Windows 7 or later" in the policy templates on ChromAd server.
