Color shifts during video playback when UI elements appear/disappear

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36

Steps to reproduce the problem:
1. Open a video on YouTube
2. Click play, don't move the mouse.
3. Wait for the overlay to disappear, notice how colors shift.

What is the expected behavior?
Color reproduction during video playback should be consistent regardless of UI elements such as playback controls or closed captions.

What went wrong?
During video playback, color shifts whenever closed captions or UI elements appear/disappear.

Problem seems to be mostly in the red channel, possibly a white balance issue.

The issue can be seen very clearly in the attached screenshots.

GpuProcessHostUIShim: The GPU process exited normally. Everything is okay.

Very noticeable on Netflix when enabling captions, because captions disappear for one frame between sentences. This frame will have different colors, so it looks like the screen 'blinks'.

I have encountered this problem on all video sites I use: YouTube, Netflix, Amazon Video. Problem does not occur when watching the same videos on Microsoft Edge, Mozilla Firefox or the Windows Netflix App, so it seems like a browser issue. Disabling hardware acceleration in Chrome settings causes the issue to disappear.

The following issues are possibly related:

Note that the issue occurs even on the guest profile (thus it is not extension related). The problem occurs regardless of whether the Chrome window is maximized or not, and also occurs when viewing videos in full screen (unlike the first linked issue).

Unable to reproduce the issue on chrome reported version 64.0.3282.167 using windows-10 with steps mentioned below:
1) Launched chrome reported version and navigated to URL: https://www.youtube.com/watch?v=gCcx85zbxz4&t=53s
2) clikced on play and didn't moved the browser
3) Didn't observed any color shift while video is playing

Please find the attached screencast for your reference, attached is details from Chrome://gpu of my system, please try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists.

Two more notes:
1. The effect is much more pronounced than the video I shared makes it seem. I suspect the compression reduces the effect.
2. I have only encountered this problem on one device, so it is likely related to the specific GPU or driver version. In fact, if I switch from the iGPU to dGPU, then the problem disappears. I noticed that you are using a slightly different iGPU and driver version, so that might also explain why you aren't encountering this issue.
