mus: Increased trackpad scroll latency, sometimes

Issue description

Google Chrome	66.0.3355.0 (Official Build) canary (64-bit)
Revision	0
Platform	10437.0.0 (Official Build) canary-channel samus

1. Enable #mus in about:flags
2. Navigate to a page like: https://arstechnica.com/gaming/2018/02/the-creators-of-altos-odyssey-on-how-to-make-a-mobile-game-thats-actually-good/
3. Scroll about halfway down.
4. Use 2-finger touchpad scrolling to go up and down.

Sometimes there's a delay after you move your fingers before the page starts to scroll. It's subtle, and it doesn't happen all the time, but it's there.

Touch scrolling seems OK.

Also, sometimes the page gets stuck and won't scroll at all with trackpad, but will scroll with touch.

I'm hoping this is another manifestation of event conversion not being entirely correct. Once Mike fixes that, we should reevaluate this.

Hopefully my WIP CL fixing two-finger touchpad scrolling events fixes this:

I haven't experienced this defect myself, let's check back after my CL lands.
