Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3354.0 Safari/537.36 Steps to reproduce the problem: 1. Open chrome://settings/passwords. 2. Try to add a site to the password manager from there. What is the expected behavior? You can add sites to the password manager by manually going to chrome://settings/passwords and adding an entry to the password manager. What went wrong? The only way to add sites to the password manager is to inconveniently have to sign into them first and have the password manager ask you if you want to save the password. Did this work before? No Chrome version: 66.0.3354.0 Channel: canary OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: This makes Chrome's password manager unusable.

Able to reproduce this issue on reported version 66.0.3354.0 using windows 10, Mac 10.13.3 and Ubuntu 14.04. There is no option to add passwords manually. This issue is seen from M60. Hence considering this issue as Non-Regression and marking as Untriaged. Thanks!

It's a feature request similar to storing other types of secrets. I think we already have some exploration mocks. The problem will be partially mitigated when we implement import.
